6yr old loom knit hat for girl

How many rows after the brim should I knit? I find it always come a tad to small or to big? What is a good number so it fits but maintains a beenie type look rather than a cone top if I am not adding a pom pom.

I made one on a knitting board with a 1/2 inch spacing ( 48 sts). I hooked 30 rows because I wanted it to fold up to be warmer.
