double wrap technique

i am trying to knit a hat out of a pattern in knitting wheel fashion book. it tells u to use a double wrap technique. i got the first part where you wrap the pegs twice which results to three loops on each peg. then you are to lift bottom loop over two new loops. then comes my confusion. it says to lift the top loop off peg making a loose stitch and pull down to keep loops from falling. well, needless to say, when i take my top loop off the thing comes undone. so what the heck? im getting very aggravated and need some help. please contact me at cardin_shawn at yahoo dot com. thanks
