Drop Stitch Shawl

I have a pattern for a 'dramatic drop stitch shawl' and i do not understand directions.
Beginning Left Corner
Row 1. CO using EW on pegs 1-3(3sts)
row 2. EW &k back to peg 1 (3 sts)
Row 3. P pegs 1-3 (3 sts)
Row 4. repeat Row 2

I can do Row 1 then i am lost. Please help

You are knitting a flat panel in garter stitch.
Cast on three stitches and knit the row in ewrap stitch. Then purl the row (you will be knitting from side to side, not in the round, google how to knit a flat panel if you haven't done this before)
The pattern will say how many times to repeat this, looks like it's at least two times.
