Instructions not clear!

(Clarkston, Wa)

I'm a beginner; I have round loom knitted 3 hats. I bought the book, Knitting Wheel Fashions 18 New Projects by Kathy Norris. On pg. 6 "Fur Stripes Ear Flap Hat"--I wanted to make this and bought the 2 skeins of yarn. So I start with the instructions--Cord. Make a tassel as follows: (I did that) Then under that part where it says Row 1: I start that, bringing the tassel loop over the e-wrapped first peg.But then it says chain increase 1 peg...and See Chain Increase, page 48. I go there and follow instruction under CHAIN INCREASE which sends me to page 42 for instructions for chain cast on. I do that. None of this makes sense.

Shouldn't the very FIRST instructions tell you how to cast on? Was I supposed to e-wrap all around first? Or chain cast on first? I'm very disappointed in the instructions!
Also, on page 40: SYMBOLS AND TERMS...() OR []-work enclosed instructions as many times as specified by the number immediately following .... this doesnt make sense.
HELP!
