Need help with Knit Quick hat pattern

I am trying to follow a pattern in a Knit Quick project book.
Instructions say "wrap each peg twice ( with original cast on you will have 3 loops). Lift the bottom loop on each peg over the two new wraps and off the peg leaving 2 loops on each peg. Then lift each top wrap off the peg making a loose stitch. I must be doing something wrong because it unravels at this point.

Hey there - I have often used the 1 over two, (or 2 over 1)but always brought the next bottom (of the 2 loops) over the top. Maybe it is a typo? Shouldn't be unraveling - and needs to be secured - try it that way - Herer are a aton of the best live links ever, below, to help!
